In a small saucepan bring the butter, sweetener, and heavy cream to a gentle boil. Let cool until room temperature, about 15 minutes.
Stir together the other ingredients in a medium bowl.
Add the cooled cream mixture to the batter and mix thoroughly. Spread in the prepared pan. Top with chocolate chips and press them down into the batter with your fingers.
Bake for 25 minutes. Let cool completely.
